The way this tool will process a PDF document is to analyze each pixel on a page and determine what amount of pixels is actually black and how many are not. One could set a threshold. When total number of non-blank pixels is less that the threshold, it will select the page as a blank. When creating a PDF by scanning pages of an existing document, such blank pages are often created. You then need a tool to remove these, else it is very tedious to find such pages and remove them. You can even define an area on the page that should be examined to determine if a page is blank. This helps prevent pages with holes (spiral bound documents, for example) to be detected as a non-blank one.
