Repligator is the world's easiest to use graphics effects program. You simply import an image (a scanned photo, from a paint program etc.) and hit F7 to generate a sequence of effects on the image. Then review the newly generated images and save the ones your like. Of course you can fine tune the effects if you want for that final perfect touch.
