IrfanView is a very fast, small, compact and innovative FREEWARE (for non-commercial use) graphic viewer for Windows 9x/ME/NT/2000/XP/2003.
It is trying to be simple for beginners and powerful for professionals.
IrfanView is trying to create new and/or interesting features in its own way, unlike some other graphic viewers, which whole "creativity" is based on feature cloning, stealing of ideas and whole dialogs from ACDSee and/or IrfanView! (for example: XnView is stealing/cloning features and whole dialogs from IrfanView, since 5+ years).

Don’t know why, but I’ve always loved IrfanView. Maybe ‘cause it is fast, simple and free! It’s not big (like for example Photoshop) image viewer and editor that supports all major graphic formats, including BMP, DIB, JPEG, GIF, animated GIF, PNG, PCX, multipage TIFF, and TGA. New version adds support for an array of file formats and has plug-in support for most image, video, and sound formats, including MP3, AVI, audio CD, and WMA. The interface is not fancy at all but should be easy enough for nearly every user.
Generally it’s free but while installing you’ll be asked to install two Google applications, but you can easily chose not to download ‘em. New version of IrfanView comes with an IrfanView Thumbnails.
