MP3 SiGN will do this job for you.
     MP3 SiGN is a compact utility that lets you batch rename your MP3 files, automatically create ID3 tags from the names of the files, erase information tags and do other useful things. The tool allows you to set the same settings (genre, album, artist, year, comment) for a group of MP3 files stored in one directory or manually change information about any selected file. It can also write the track number automatically.
     Other features include creating WinAmp playlists from a bunch of files in a specified location, plain text playlists and lists of songs in HTML program. The program is fast and free. Download it today and save time batch renaming your MP3s.
