This program can make Spin Palette BMP (Animating Color BMP) for Windows 95 startup or shutdown screen. BUT This program is not like the other program youve ever seen. They may only change some byte in BMP file to make palette spin without do anything with picture. But with this program, you can draw everything on 'Spin Area' and freely coloring inspin area.
